Ship Sanitation Certificate Renewal: Validity, Inspection Process & Compliance

The Ship Sanitation Certificate (SSC) is a critical document for all vessels operating in international waters, governed by the World Health Organization's International Health Regulations (IHR 2005). For vessels calling at Ras Al Khaimah ports — including RAK Port and Saqr Port — maintaining a valid SSC is essential for port clearance, crew health, and international trade compliance.

SSC Validity Periods

Under IHR 2005, the Ship Sanitation Certificate is valid for a maximum period of six months. However, the validity may be extended under specific circumstances:

• Standard Validity: 6 months from the date of issue.
• Extension: If a vessel is en route and its certificate expires before reaching a port where inspection is available, the existing certificate may be extended by one month at the next port of call, subject to inspection.
• Re-inspection: Port health authorities may require re-inspection at any time if there is evidence of a public health risk on board, regardless of the certificate validity date.

The Renewal Inspection Process

Renewing an SSC involves a comprehensive vessel inspection conducted by an approved Ship Sanitation Inspector. The process typically includes:

1. Documentation Review: The inspector reviews the vessel's existing SSC, medical log, pest control records, and water testing certificates.
2. Structural Inspection: All areas of the vessel are inspected for evidence of pest infestation, including holds, galleries, galleys, provisions, and potable water systems.
3. Pest Detection: The inspector examines for signs of rodents, cockroaches, mosquitoes, and other disease vectors. Bait station records and pest activity logs are reviewed.
4. Water & Food Inspection: Potable water systems, tanks, and food storage areas are checked for contamination risks.
5. Corrective Actions: If issues are identified, corrective actions must be completed before the certificate can be issued.
6. Certificate Issuance: Once the vessel passes inspection, the SSC (either a Sanitation Control Certificate or Sanitation Control Exemption Certificate) is issued.

Common Issues During Renewal

• Rodent Activity: Evidence of rodents — droppings, gnaw marks, burrows — is the most common reason for SSC delays at RAK ports.
• Cockroach Infestation: American cockroaches in galleys and provisions areas, particularly on vessels with extended port stays.
• Mosquito Breeding: Standing water on deck, in lifeboats, or in drain systems creating mosquito breeding sites.
• Incomplete Documentation: Missing pest control service records, water testing certificates, or previous SSC documentation.
• Food Storage Violations: Improper food storage creating pest harbourage and contamination risks.

RAK Port-Specific Requirements

RAK Port and Saqr Port authorities follow IHR 2005 standards but may impose additional requirements including submission of the SSC application 48 hours before vessel arrival, pre-arrival pest control treatment documentation for vessels arriving from high-risk regions, and inspection of ballast water management records as part of the SSC inspection. Vessel operators should work with an approved SSC service provider who understands the specific requirements of RAK port health authorities.
